II. List of activities and their associated limits and restrictions

HIKING AND SKIING

Hiking has a long tradition in the Giant Mountains. It is forbidden to enter KRNAP quiet areas outside of tourist marked paths and in winter also outside of pole markings.

There are approximately 700 km of marked hiking trails in the Giant Mountains. These routes lead through all zones, varied terrain of varying difficulty. In winter, some of them are closed. A variety of printed guides will help visitors to the mountains, or information center workers.

In the entire mountain range, there are so-called strip markings in four basic colors - red, blue, yellow, green (on the Polish side, in addition, in black). For better orientation, winter tourists (walkers and skiers) are served by pole markings supplemented with "silent" (Muttich's) signs with symbols of huts, settlements, peaks in KRNAP.

Krkonoše is one of the cradles of skiing in the Czech Republic and is still one of the most attractive terrains for downhill and cross-country skiing. The association of Krkonoše towns and villages and ski areas with Krkonoše mountain huts maintain almost 600 km of cross-country trails under the name Krkonoše - ski cross-country paradise. With the exception of quiet zones, where you can only move along designated routes, ski mountaineering can be practiced on and off all tourist routes, except for forest plots and plots of owners who do not want outsiders to enter (fenced or otherwise marked plots).

In the winter season (from 1 November to 30 April) due to the need to maintain peace for wintering animals, access to some roads in the territory of KRNAP and its protection zone is prohibited. Details can be found below in PPE No. 1/2023.

CYCLING TOURISM

The territory of KRNAP attracts more and more cyclists. In the KRNAP territory, cycling off roads and local roads is only possible on marked cycle routes that have been reserved by the KRNAP Administration.

Samples of markings in the field are given in the measure below of a general nature.

The cycling routes are mainly led through the touristic areas of KRNAP. The main route connects Harrachov and Žacléř (length 71 km), the others form a system of circular and destination routes leading to interesting places in the Giant Mountains. In addition, 9 so-called "long descents" were prepared for cyclists. The purpose of these descents is to take the cable car or cycle bus as high as possible and then just comfortably ride down interesting parts of the mountains and enjoy the views and beautiful nature without strenuous pedaling. These routes are suitable for families with children and undemanding tourists.

Regular routes of the Krkonoše Tourist Line can be used to move the bike to places further away from the mountain visitors' place of stay. All buses of this line are equipped to transport at least 15 bicycles. You can find information about the current timetable at the information centers.

HORSE RIDING

On the KRNAP territory outside the built-up areas of municipalities and buildable areas of municipalities, riding horses is prohibited outside roads, local roads and places reserved by the nature protection authority.

MOUNTAIN CLIMBING AND ICEFALL CLIMBING

Mountaineering and ice climbing are prohibited on the territory of KRNAP, except for permitted locations (see measures below) – Hnědé skály and Hranostaj skály in Strážné, Lubošské skály in Harrachov area and Emin stone in the Přední Labská area. They are training terrains with the possibility of climbing all year round.

Winter mountaineering, i.e. climbing on water ice, is possible on the rock at the end of the Be Fit path in Labský dam. As this is a single site, and in the heart of the national park, this activity is limited. The daily number of users is limited to 16 people due to the small area of the icefall and the preservation of reasonable use of the location, which will also remain in its natural character, i.e. without any landscaping.

WATER SPORTS

In the territory of KRNAP, the following can be used for landing on non-motorized vessels:

  • Jizera River
  • the Elbe River in the section Labská Dam - Vrchlabí
  • the Malá Úpa River in the section Spálený Mlýn, the mouth of the Jelení potok Creek to the confluence with the Úpa River
  • the Jizera River in the section Vítkovice, bridge at the Skála Hotel, mouth of Kozelský potok - Dolní Štěpanice
  • the Mumlava River in the section from the bridge near the ski jumps in Harrachov to the mouth of the Jizera River
  • the Úpa River in the section Pec pod Sněžkou - Horní Maršov
  • the Klínový potok Creek in the section from Strážné – Kamenný Mlýn to the confluence with Husí potok Creek

Boating is only allowed during daylight hours (from sunrise to sunset).

A favorable time is spring, when there is enough water from the melting snow. On the Elbe, floating is only allowed if the flow of water released from the dam reservoir is higher than 9 m3/sec. Information on the current state and flow of water in the Elbe will be provided by the field service center of the KRNAP Administration in Špindlerův Mlýn.

Boarding and exiting points are indicated by a table with a pictogram. In other places, boarding and disembarking is strictly prohibited due to the protection of the natural environment of the coastal vegetation.

FLYING, PARAGLIDING, DRONES

It is prohibited to fly on the territory of KRNAP in violation of the conditions set out in a measure of a general nature issued pursuant to another legal regulation. Only airports and/or designated areas can be used for take-offs and landings.

For paragliders and paragliders, locations with take-off and landing areas marked with a pictogram are reserved - Přední Žalý, Čertova hora, Lysá hora, Horní Mísečky - Medvědín, Špindlerův Mlýn - Pláň. At each of these places, the ski runs start from the downhill tracks, so it is necessary to take extra care when practicing this sport in winter to avoid collisions with skiers and snowboarders.

Flight corridors are reserved for these areas and operational regulations are established. These are posted at individual locations, or are available at the information centers of the KRNAP Administration.

It is prohibited to operate aircraft capable of flying without a pilot (aircraft regulations include drones, fair balloons or "Thai lucky balloons" and similar devices) or model aircraft on the territory of KRNAP. There are no places reserved for these activities on the KRNAP territory, i.e. each individual "flight" on the KRNAP territory must be dealt with individually with the KRNAP Administration.

CAMPING, MAKING FIRES

Outside of built-up areas and buildable areas of municipalities, it is forbidden to camp and make fires outside the places reserved by the nature protection authority. On the territory of KRNAP, places for making fires are reserved by a measure of a general nature, in which the conditions under which these places can be used were determined.

ENTRY AND PARKING OF MOTOR VEHICLES AND CAR TRAILERS

It is prohibited to enter and remain in the territory of KRNAP with motor vehicles and caravans outside roads, local roads and places reserved by the nature protection authority.

The ban does not apply to the entry and stay of vehicles of the basic components of the integrated rescue system, the municipal police, the armed forces of the Czech Republic, the Customs Administration of the Czech Republic, the Prison Service of the Czech Republic, other public authorities, the veterinary service, vehicles of watercourse administrators, water supply and sewerage operators, power systems, oil pipelines, product pipelines and public communication networks in the performance of their tasks or vehicles needed for forestry and agricultural management in the national park and vehicles of owners and tenants of immovable property in connection with their use.

Other entities may enter the KRNAP territory in accordance with the conditions set by the KRNAP Opatření obecné povahy č. 1/2025 o vyhrazení míst a podmínkách vjezdu a setrvání motorových vozidel na území KRNAP (pdf 13 MB).

Anyone who has a legitimate reason to enter the KRNAP territory under the law may not move anywhere within the KRNAP territory, but only on roads related to the purpose of their journey.

Quotation from the decision of the Ministry of the Environment Ref. No. MŽP/2021/550/161 of 1 March 2021:
“E.g. for owners or tenants of real estate, the exemption from the prohibition laid down in Section 16(2)(l) of the Act applies only if they enter in connection with the use of the property they own or rent, and not in other cases; they therefore cannot, by virtue of this exemption, use roads that are not related to such property.
Similarly, visitors accommodated in the Krkonoše National Park may use the designated roads only to reach their accommodation facility and in connection with it; they may not use other roads, for example for trips around the area, etc.”

As part of fulfilling tasks in the field of nature and landscape protection as a public interest protected by law, a telematic monitoring system with a data-analytical platform and software application (hereinafter the “system”) has been installed for the purpose of monitoring traffic within the territory of KRNAP. The system is operated by the KRNAP Administration and confirms the designated road, determined by this measure, for entry to a specific property or a particular locality for users registered in the system.
Monitoring gates installed in the field record the passage of all vehicles, and the system subsequently assesses whether the entries are registered or not. The Administration may further ascertain the circumstances of unregistered entries and, on the basis of these circumstances, assess the legitimacy of entry onto the designated roads.

Registration of accommodation facilities and the recording of individual entries into the territory of KRNAP are voluntary. The owner of a vehicle that is not registered in the system may subsequently be requested by the KRNAP Administration or by the nature guards to prove the legitimacy of the vehicle’s entry.

The legitimacy of vehicle entry for individual entities listed in the Act or in the General Measure (OOP) No. 1/2025 may be documented in the following ways:

  1. Permanent residence – document proving permanent residence
  2. Ownership (tenancy) of a property – extract from the Land Register, lease agreement
  3. Performance of employment – employment contract, agreement to perform work, or agreement on work activity
  4. Business entities carrying out, on the basis of a contractual relationship, the supply of goods to facilities or maintenance, repair and construction works, municipal services and services of a similar nature (laundries, etc.), as well as operators and managers of facilities – order, framework commercial contract, trade licence, concession
  5. Carrying out scientific or research activities with the consent of the KRNAP Administration – consent of the KRNAP Administration
  6. Visiting service provided by a physician in a vehicle marked with symbol No. 05 (within the meaning of Decree No. 294/2015 Coll.) or providers of medical transport services and providers of patient transport for urgent care – document on the issue of the marking by the competent administrative authority
  7. Entry of private vehicles of visitors to KRNAP to facilities in which these visitors have secured accommodation – confirmation of accommodation reservation for a specific date

REGISTRATION IN THE SYSTEM
Operators of accommodation facilities located outside quiet areas and the natural zone of KRNAP may use the electronic application to register their guests’ vehicles for entry of motor vehicles into the territory of KRNAP.

SPORTS, TOURIST OR OTHER PUBLIC EVENTS

It is forbidden to hold or organize sports, tourist or other public events outside the designated places on the territory of KRNAP. The KRNAP Administration has reserved places only for the activities listed in the decisions below, the holding of other public events on the KRNAP territory must be resolved individually with the KRNAP Administration.

Any other activities (e.g. snowkiting) can only be carried out outside the quiet areas of KRNAP, where movement is possible only on designated roads, not freely on snowy plains, meadows or ridges.

KRKONOŠE MEADOWS AND PASTURES

In order to preserve the Krkonoše meadows and pastures, the maintenance of which is ensured by the KRNAP Administration by mowing and grazing, is prohibited

  • enter and enter uncut meadows
  • tread new paths and shortcuts through the meadows
  • handle hay bales, damage the bale foil
  • enter fenced pastures, manipulate the electric supply of fences and electric fences
  • scare livestock (dogs, noise, sudden movements)
  • manipulate the water supply to the tanks in the enclosures
  • feed farm animals in pens
